专有名词前的the大小写问题
”Premier Wen Jiabao of The People’s Republic of China made the trip from London to the University of Cambridge ...”这是剑桥大学网站上的新闻，他这里中国前的the大写了首字母，但另有地方说这个不需要大写。还有剑桥大学前的the，这个the需要加吗？
难道剑桥大学的网站会用错自己的母语？谢谢回答！

请行家解释。
